Abstract

Since 2007 an agreement has been in place between Ezemvelo KZN Wildlife (EKZNW) and the Ethiopian Wildlife and Conservation Agency (EWCA) that aims to foster cooperation and mutual benefit for two of Africa’s most important Protected Areas: the Maloti-Drakensberg Park and Bale Mountains National Park. This agreement is in the shape of a sister parks arrangement and is co-facilitated by the Frankfurt Zoological Society (FZS). It promotes inter alia the sharing of resources, cross training opportunities and mutual cooperation to achieve common goals and address common threats. The two parks, being kin to each other based on altitude, isolation and main management activities, have been involved in various staff exchanges where managers form Ethiopian parks visit local Protected Areas to gain insight and experience and are then later evaluated by local managers to ascertain the level of development in management practice within Ethiopia. Ethiopia is home to a plethora of highly specialised and endangered fauna and flora endemic to this region, but due to the relative short period that EWCA has been in existence, basic day-to-day management experience is lacking. This program seeks to address these gaps. A number of exchanges of senior government officials, senior managers, protected area managers and ecologists have taken place under the banner of this arrangement: four separate trips totalling 400 person days have been spent by EWCA staff in KwaZulu-Natal, and five trips totalling 160 person days have been spent by EKZNW staff in Ethiopia. The next phase in this process is currently underway and involves the presentation of hands-on training courses by Ezemvelo managers to their counterparts in Ethiopia. Themes to be addressed in these training sessions include budget preparation, resource protection and management planning.
