Abstract
South African conservation agencies are responsible for the permitting and management of keeping of wild animals in captivity. In the province of KwaZulu-Natal, the keeping in captivity of all species of indigenous birds and mammals requires a permit. Ezemvelo KZN Wildlife is required by provincial legislation to ensure that the conditions in which animals are held are “adequate” and “satisfactory” and has the powers to set Norms and Standards to assist thereto, and must set conditions to permits issued.
In ensuring that Ezemvelo fulfils such mandate it has embarked on a process to compile Standard Terms and Conditions applicable to the housing of animals in captivity in the province. It is envisaged that such terms and conditions will ensure consistent and scientifically defensible standards for enclosure sizes and furnishings, and environmental enrichment requirements. In addition, applicants will be made aware of such requirements prior to any permit application or any costs incurred as well as preventing any proverbial “shifting the goal posts” at a later stage.
It is envisaged that these standards will ensure the proper management of animals in captivity and prevent the inappropriate housing of animals and inappropriate litigation.
