Absract: The Maloti-Drakensberg Park World Heritage Site (the MDP WHS) is one of the few world heritage sites inscribed for having both cultural heritage outstanding universal values and natural heritage outstanding universal values. Furthermore, it is an extensive area with neighbouring lands in both South African and LeSotho. The MDP WHS Authority is tasked with determining a Buffer Zone and formulating a Buffer Zone Policy in order to provide an additional layer of protection against possible negative impacts of human encroachment and to protect the MDP WHS’s outstanding universal values. Within South Africa, the MDP WHS is bordered by land within three provinces and numerous municipalities. The Buffer Zone is characterised by mixed land usage. These aspects have made integrating the Buffer Zone Policy into comprehensive planning programmes challenging as has the diverse nature of the various outstanding universal values. The Authority has formulated a draft Buffer Zone Policy for discussion purposes. In presenting the draft Buffer Zone Policy we will look at the rationale behind the policy, its content in broad terms and then discuss how best it may be integrated into land use laws and policies.
