Illegal trade versus legal trade in rhino horn

The economics of the current illegal trade and market is described. A strategy and proposal where by the illegal market may be replaced by a legal trade and market for rhino horn is presented. This EKZNW trade proposal allows for a partnership between conservation agencies, communal and private rhino owners. The proposal has been officially submitted to the Department of Environmental Affairs. The Minister of Environmental Affairs and the Cabinet will decide whether the South African delegation will present the proposal to the CITES 16th Conference of Parties to be held in March 2013.
