From Planning to Action: Implementation of eThekwini Municipality’s Fine-Scale Systematic Conservation Plan

Durban has a long history of open space planning, dating back to the early 1980s. The extent of the Durban Metropolitan Open Space System (DMOSS), an expert based mapping approach, has increased significantly since its initial adoption in 1989, and is now largely entrenched within the city’s planning framework.  Medium sized cities (1-5 million) are experiencing the greatest rates of urbanization, leading to rapid transformation and degradation of natural areas. Durban is situated within a biodiversity hotspot, the threat to biodiversity in the face of rapid urbanization is therefore magnified. The development of a fine scale systematic conservation plan (SCP) for Durban addresses a number of fundamental aspects. Firstly, it incorporates all known aspects of biodiversity and ecosystem goods and services (EGS) from various specialists into one comprehensive plan that optimizes for representation and persistence of the natural resource base. Secondly, information coming from this plan is used to inform both the regulatory and proactive implementation work of the city’s Environmental Planning and Climate Protection Department. This paper looks briefly at the Durban’s fine scale conservation plan, and provides an indication of the current and future uses of the plan in urban context.
